Promotion in Bangladesh Civil Service: An Overview

Abstract
Career advancement and promotion mechanisms are fundamental to civil service morale, administrative efficiency, and bureaucratic performance. This paper provides an overview of the promotion rules, criteria, and administrative practices within the Bangladesh Civil Service (BCS). It critically evaluates the balance between seniority and meritocracy, identifying institutional challenges and policy reform needs to ensure transparent career progression in public administration.
